In a special meeting held on August 5, 2021, the Town Council approved two draft by-laws to modify the Planning Programme and the Zoning By-Law, respectively. 
 
The main changes entailed by these draft by-laws are to:

• Address the setback on properties adjacent to the main train tracks;
• Allow for the possibility of residential development projects in some zones that are now zoned only commercial, industrial and public;
• Allow for the possibility of Commercial Class1 uses in a zone that is now zoned only heavy commercial, light industrial and municipal and public;
• Refresh the look of various plans (land-use designation map, density map and zoning plan) in the Planning Programme and Zoning By-law, to render their consultation easier;
• Address lateral setback on detached garages located in the back yard.

The zones more specifically affected by the proposed modifications are:

• CL-2 (Milton and Avon area)
• L-3 (Ronald and Avon area)
• IB-1 replaced by CL-5 (highway and Notre-Dame area)
• PE-4 replaced by MA-6 (Strathearn North and Milner area).

 
The consultation process and its permitted modalities pertaining to urban planning by-law changes in this time of COVID-19 pandemic make it more difficult for the Town Council to interact easily with our residents.  Given this fact, Council members would rather postpone this process until such time as it is possible once again to safely exchange and discuss views in person.  The regular process is more convenient to this effect and should be preferred. The consultation process and the adoption of any changes will be therefore postponed to a later date.
